A vision of the accident that occurred in Villa El Salvador

Abstract

The dizzying advancement of science and technology has driven significant changes in our lifestyles. The use of modern equipment and tools in our daily lives demands the need to educate ourselves to ensure the proper use of these with minimal personal risk and that of the community that surrounds us.

Currently, it is frequent to observe that the scarce training in the use of new technologies prevents ensuring their effective use and therefore it is the responsibility of the central, regional and municipal government authorities to ensure compliance with norms and standards of quality, updated. 

In the incident that occurred in Villa El Salvador, on January 23 of this year at 6:56 am, it is evident that the technical regulations for the construction and use of equipment that demand the transportation of fuels such as liquefied petroleum gas ( LPG). The poor condition of the tracks is a variable that notably affects transportation in our cities, who has not seen the need to slow down their vehicle on deteriorated tracks, to avoid an accident and / or preserve the vehicle's mechanical integrity . The visualization and conceptualization of projects for the construction of fuel transportation facilities must consider an in-depth risk analysis and consider the different operating scenarios accompanied by a high degree of social responsibility.

LPG is a highly flammable and fast-burning fuel gas that also generates high temperatures. It is composed of propane and butane, liquefies between 60 - 120 psi, depending on the composition of the mixture, in a gaseous state it is denser than air and in a liquid state it is less dense than water. When it leaks from the container that contains it in a liquid state into the atmosphere, it combines with oxygen and in the presence of a flame, for example from a lighter, spark caused by outlets without proper grounding, etc., explodes. The flammability limit for propane is between 2.15 - 9.60% and for butane between 1.55 - 8.60% of gas in air. The area of ​​fire occurrence will depend on the diffusion of LPG in the atmosphere, in this aspect the volume of gas, the direction and speed of the wind are factors that impact its diffusion.

The Chemical Society of Peru invokes the authorities of the Ministry of Education to introduce in the education programs, at their different levels, concepts of social responsibility in accordance with scientific advances and technological innovation, we also call on professional colleges to work together with INACAL, OSINERGMIN in the preparation of standards related to good practices for the use of technological advances. 

The occurrence of these events will depend on how sensitized the population is and the rigor that the authorities exercise in complying with the corresponding regulations, which, in turn, must be reviewed frequently to avoid falling into obsolescence as a consequence of technological innovation. . The inadequate transportation of gas balloons should not be allowed due to the high risk that this infraction supposes, likewise, telephone and / or electrical utility poles, affected by environmental corrosion, are potential causes of severe accidents.

Let us work together for a safe Peru, for this, we notify the authorities of all kinds of infringement of the rules, also of the improper use of construction materials and always act with social responsibility
